Liāu Kè-chhun studied at Tokyo University of the Arts and Taiwan Governor's Office Japanese School. Shen Che-Tsai, Hsieh Cang-Yi and Lin Liang-tsai are recorded as having studied under Liāu Kè-chhun.

Employment is recorded with National Taiwan Normal University, Chinese Culture University and National Tainan First Senior High School. Membership is recorded of Tâi-iông Art Association.

Work by Liāu Kè-chhun is recorded in the collections of Li Mei-shu Memorial Gallery and Taipei Fine Arts Museum.
