Fluminense Federal University

4,831 of 5 November 1965. The historical abbreviation UFERJ should not be confused with UFRJ, a distinct institution, successor to the former University of Brazil, which also adopted its current name in 1965. The university was formed by bringing together schools and faculties with earlier histories in law, medicine, pharmacy, dentistry, veterinary medicine, engineering, economics, philosophy, nursing and social work. Its precursor institutions include the Faculty of Pharmacy and Dentistry of the State of Rio de Janeiro and the Teixeira de Freitas Faculty of Law, both founded in 1912. UFF is characterized by a decentralized territorial structure. In addition to its campuses and units in Niterói, it maintains academic units in eight municipalities in the interior of Rio de Janeiro state and an advanced unit in Oriximiná, in western Pará. Its presence outside the metropolitan headquarters dates to the 1960s and was expanded especially from the 1990s onward and during the federal university restructuring and expansion program known as Reuni. In 2025, the institution had 42 teaching units, faculty members and technical-administrative employees. Undergraduate education enrolled students, of whom were in in-person programs and in blended or distance-learning programs. Stricto sensu graduate education had students distributed among 90 programs and 144 courses. In addition to teaching and research activities, the university's structure includes the Antônio Pedro University Hospital, libraries, laboratories, clinics and teaching hospitals, Eduff, the UFF Arts Center and the National Symphony Orchestra.

The formation of Fluminense Federal University was preceded by almost half a century of development of separate higher-education schools in the former state of Rio de Janeiro. During the first half of the 20th century, Niterói, then the state capital, concentrated professional-training institutions in areas such as health, law, economics and engineering. Some began as private or state institutions and were only later federalized; others were created in close association with the Rio de Janeiro state government. This heterogeneous group of institutions, each with its own property, faculty and traditions, formed the academic basis of the future university. On 24 February 1912, the Faculty of Pharmacy and Dentistry of the State of Rio de Janeiro was founded in Niterói on the initiative of physicians, pharmacists and dentists. University institutional memory identifies it as one of the earliest durable experiences of higher education in the former state, emerging during a period of expansion in the training of health professionals in Brazil. • Illustration — Record of the founding of the Teixeira de Freitas Faculty of Law, created in Rio de Janeiro in 1912 and later transferred to Niterói. In the same year, on 3 June, the Teixeira de Freitas Faculty of Law was founded in the city of Rio de Janeiro. Changes in higher-education regulation made it difficult for the school to remain in the then federal capital, and it was transferred to Niterói, where it came to play an important role in educating the state's legal and political elite. In 1920 it was granted equivalence with federal institutes and was later renamed the Faculty of Law of Niterói. The institution was federalized in 1956 and became the present UFF Faculty of Law. The medical field began to take shape with the Fluminense Faculty of Medicine, founded in 1925, whose inaugural class was held on 31 May 1926. In its early years the school used hospital and maternal-and-child-health facilities in Niterói and progressively expanded its outpatient clinics, laboratories and clinical services. The institution was federalized in 1950, a decade before the university was created. • Illustration — Historic building of the Fluminense Faculty of Medicine, founded in 1925 with its inaugural class held in 1926; the institution gave rise to the present UFF Faculty of Medicine. The Fluminense Faculty of Veterinary Medicine emerged in the mid-1930s with a proposal linked to training professionals for livestock production and rural development. In 1939 it received land separated from the Instituto Vital Brazil for its headquarters, and in 1950 it was federalized. The unit's tradition of practical education later contributed to the creation of UFF experimental facilities in Iguaba Grande and Cachoeiras de Macacu. During the 1940s and 1950s, higher education in Niterói became more diversified. The Faculty of Economic and Administrative Sciences of Niterói was founded in 1942; the School of Nursing of the State of Rio de Janeiro opened in 1944; and the Niterói School of Social Work was established in 1945. These schools accompanied the state's administrative, urban and public-health expansion and trained professionals for fields that were becoming increasingly important in public service and in Rio de Janeiro society. • Illustration — Record related to the creation of the Fluminense School of Engineering, founded in 1952 and predecessor of the present UFF School of Engineering. The Fluminense Faculty of Philosophy was founded in 1946, conceived, among other objectives, to expand teacher training in the state. Over the following decades, its courses in social sciences, languages and literature, pedagogy, history, geography, mathematics and other areas were progressively recognized and became the origin of several institutes and faculties established after UFF's university reform. The Fluminense School of Engineering was created in 1952 in a context of urbanization and industrialization in Rio de Janeiro state. It began with civil engineering and later expanded to electrical engineering, mechanical engineering and industrial fields. Its proximity to the steelmaking center of Volta Redonda would give rise, in the early 1960s, to one of the future university's first experiences of expansion outside Niterói. By the end of the 1950s, Niterói therefore had a substantial group of higher-education institutions, but still lacked a common university structure. The federalization of some schools resolved part of their financial and administrative problems, yet institutional fragmentation remained and fueled a campaign for the creation of a federal university of its own for the former state of Rio de Janeiro.

• Illustration — Historic building of the Fluminense Faculty of Philosophy, founded in 1946 and later incorporated into the university. The campaign to create a federal university in Rio de Janeiro state gained momentum during the 1950s. Niterói was then the capital of the former state of Rio de Janeiro and concentrated government agencies, higher-education schools, cultural institutions and a growing student community. Despite its geographic proximity to the city of Rio de Janeiro, the two cities belonged to distinct political units, a situation made even more evident when the federal capital was transferred to Brasília and the State of Guanabara was created in 1960. Professors, faculty administrators, students, legislators and representatives of civil society took part in the mobilization. The Fluminense Students' Union (UFE) advocated the federalization of the separate schools and the creation of a university headquartered in Niterói; the newspaper O Fluminense promoted debates and roundtables on proposals for the new institution. In April 1960, the UFE held a rally in support of a federal university for the state of Rio de Janeiro. The movement was not limited to the administrative creation of a new university. Its demands included integrating the different faculties, expanding public funding, constructing purpose-built facilities, increasing student assistance and creating conditions for research, graduate education and professional training at an institution capable of serving both Niterói and other regions of the state.

• Illustration — Durval de Almeida Batista Pereira, first rector of the Federal University of the State of Rio de Janeiro (UFERJ), now UFF. The Federal University of the State of Rio de Janeiro (UFERJ) was created by Law No. 3,848 of 18 December 1960. The legislation brought together federal establishments and affiliated state and private schools operating mainly in Niterói, covering law, medicine, pharmacy, dentistry, veterinary medicine, engineering, economics, philosophy, nursing and social work. Bringing these institutions together did not immediately create an administratively homogeneous university. The legislation itself distinguished between incorporated and affiliated units, categories with different legal statuses. During the early years, representatives of the schools disagreed on matters such as voting rights in the University Council, the composition of collegiate bodies, transfer of assets, staff classification and the definitive federalization of state and private units. UFERJ's formal inauguration took place on 11 April 1961 at the Municipal Theatre of Niterói, with federal and state authorities, faculty and students in attendance. Two days later, the first ordinary meeting of the University Council was held and drew up a three-name list for the rectorship. On 26 April, Durval de Almeida Batista Pereira was appointed the university's first rector. The first months exposed the fragility of the new structure. The Rector's Office did not yet have a permanent headquarters and initially even operated in premises used by the rector himself. Durval Pereira sought federal resources, completion of the federalization of affiliated schools, construction of academic buildings and designation of land for a future campus. Disputes over the legality of affiliated units taking part in the choice of rector, however, led to his dismissal in July 1961; although the act was later revoked, he did not return to office. Administrative instability continued in the following years. Paulo Gomes da Silva temporarily assumed the Rector's Office and oversaw the regularization of services, drafting of the statute and incorporation of faculty property. The university's first Statute was published in 1963. Between 1961 and 1970, six different administrators served as rector, reflecting both the internal disputes of an institution still being formed and the national political changes of the 1960s. The student movement played an active role in this phase. Students already had representation in university bodies, and the statute of the Central Students' Directory was approved in 1963. The DCE was also involved in campaigns to expand university infrastructure, including the incorporation of Antônio Pedro Hospital and the acquisition of land for university facilities. • Illustration — The UFF Faculty of Law in Ingá. Its precursor institution was founded in 1912 and later transferred to Niterói. The relationship between the university and Antônio Pedro Municipal Hospital became especially important after the Gran Circus Norte-Americano fire in December 1961. Physicians, medical students, nurses and social workers linked to UFERJ helped care for the victims. The tragedy strengthened mobilization for the hospital to become a permanent teaching and care facility; in May 1964, the establishment was donated to the university by the Niterói municipal government, giving rise to the present Antônio Pedro University Hospital. On 5 November 1965, Law No. 4,831 changed the institution's name to Universidade Federal Fluminense (UFF), commonly rendered in English as Fluminense Federal University. The former abbreviation UFERJ must be distinguished from UFRJ: the Federal University of Rio de Janeiro is a separate institution, successor to the former University of Brazil, headquartered in the city of Rio de Janeiro.

The change of name was followed by a period of major reorganization. In 1966 a Central Research Commission was created, signaling an effort to expand scientific activities beyond professional education. Reorganization increased in scale with Brazil's 1968 university reform, which replaced the chair system with a departmental structure and reorganized faculties and schools into institutes and academic centers. The structure that was introduced grouped units into four large centers: the Center for General Studies, Center for Medical Sciences, Technological Center and Center for Applied Social Studies. In 1968, the units created or reorganized included the Faculty of Education, Biomedical Institute, Institute of Human Sciences and Philosophy, Institute of Physics, Institute of Geosciences, Institute of Letters, Institute of Chemistry, Institute of Mathematics and Institute of Art and Social Communication. • Illustration — The mansion of the Second Baron of Duas Barras, administrative headquarters of the Nova Friburgo Institute of Health (ISNF). The reform also encouraged the creation of new programs. Architecture and Urbanism and Business Administration were established in 1970, while other degrees and specializations multiplied during the decade. The university gradually evolved from a federation of former professional schools into an institution with more diversified fields of knowledge and interdisciplinary structures. Research and graduate-education policy acquired its own organizational structure during this period. In 1970 the Executive Commission for Research and Graduate Studies was created, followed in 1975 by the Higher Coordination for Research and Graduate Activities. Expansion of stricto sensu programs, together with national faculty-qualification initiatives, increased the number of professors with master's and doctoral degrees and strengthened laboratories and research groups. Extension and cultural production were also institutionalized. Cine Arte UFF was created in 1968; in 1975 the University Extension Coordination and audiovisual-production structures were organized. These initiatives helped consolidate the university's presence beyond classrooms and strengthened its cultural role in Niterói and other regions.

• Illustration — Aerial view of the Gragoatá Campus, built on land reclaimed at Praia Grande beside Guanabara Bay. Since UFERJ was created, its faculties had remained scattered among different buildings in Niterói. Physical integration of the units became a recurring concern of the university administration. In 1969 the University Council examined alternatives for a large campus, including areas in Itaipu, Pendotiba and the Praia Grande landfill. Choosing the area near central Niterói preserved connections with the ferry service and with neighborhoods where the university already had facilities. Implementation was slow. In 1974 a technical office was organized to plan the campus and, the following year, guidelines for UFF's General Plan were approved. Land on the Praia Grande reclamation area was allocated to the university during the 1970s, but major construction of the future Gragoatá and Praia Vermelha campuses advanced mainly from 1984 onward. • Illustration — Aerial view of the Praia Vermelha Campus, home to engineering, architecture, computing, physics and geosciences units. The two campuses opened in 1990 and came to concentrate a considerable share of the units that had previously been dispersed around the city. Gragoatá mainly received humanities, social sciences, education, languages and shared services; Praia Vermelha became the principal complex for engineering, architecture, computing, physics and geosciences. Even with this concentration, UFF retained its urban and decentralized character, with units in Valonguinho, Ingá, Icaraí, Centro and other neighborhoods. The creation of the campuses coincided with an important change for Niterói: in 1975, the merger of the states of Guanabara and Rio de Janeiro transferred the state capital to the city of Rio de Janeiro. In subsequent decades, UFF increased its relative importance in Niterói's economy, culture and everyday life, especially in the neighborhoods of São Domingos, Gragoatá and Boa Viagem.

The political opening of the late 1970s and the redemocratization of Brazil affected university life. The UFF Faculty Association was created in 1978 and, in 1983, a representative body for technical-administrative employees was established that later became Sintuff. Students, faculty and staff came to participate more intensively in debates over governance, careers, funding and internal democracy. In 1981, pro-rectorates were created, reorganizing the central administration into major areas of activity. During the administration of José Raymundo Martins Romêo, which began in 1982, the university consolidated structures devoted to planning, academic affairs, research and graduate education, and extension. The decade also saw the creation of the Office for International Affairs and of the university press, Eduff. In 1985, during its silver jubilee, UFF organized conferences, exhibitions, cultural activities and Expo-UFF, held at the Museu do Ingá. In the same year, the university held the first direct election for rector in its history, as part of a broader process of increasing university-community participation in the selection of its leaders.

UFF's presence outside Niterói began almost simultaneously with the university itself. In 1961, the School of Engineering established a metallurgy program in Volta Redonda through an agreement with Companhia Siderúrgica Nacional, responding to demand for professionals connected with the steel industry. In 1962, the School of Social Work established a regional unit in Campos dos Goytacazes. These experiences preceded Brazil's national policy of federal-university expansion by several decades. • Illustration — Tractor used at the Cachoeiras de Macacu Teaching Farm, acquired by UFF in 1988 for teaching, research and extension activities. Expansion outside Niterói followed different paths in each region. Some units grew out of programs maintained through agreements with municipal governments; others developed from extension activities or specialized schools. In 1985 a mathematics degree was created in Santo Antônio de Pádua, an experience that later gave rise to a permanent academic structure. In 1988, UFF acquired land for the establishment of its rural campus in Cachoeiras de Macacu. During the 1990s, partnerships with municipal governments expanded course offerings outside Niterói. In 1992, education initiatives were created in Angra dos Reis and the establishment of a unit in Macaé was approved. From the end of the decade onward, several of these centers were reorganized as regional hubs and institutes, consolidating a multicampus network.

• Illustration — UFF academic facilities at the Aterrado Campus in Volta Redonda. UFF's presence in Volta Redonda became one of its longest-running experiences of expansion beyond Niterói. The program begun in 1961 was absorbed into the School of Engineering, and the School of Industrial and Metallurgical Engineering was formally established in 1968. Proximity to Companhia Siderúrgica Nacional and to the industrial complex of the Médio Paraíba region encouraged specialization in metallurgy and industrial engineering. In later decades, the city's academic presence expanded beyond engineering. Units in exact sciences, humanities and social sciences were established, forming the present group composed of the School of Industrial and Metallurgical Engineering, the Institute of Exact Sciences and the Institute of Human and Social Sciences.

Expansion also crossed the borders of Rio de Janeiro state. In 1972, the José Veríssimo Advanced Unit was created, initially located in Óbidos, Pará. In 1975, the unit was transferred to Oriximiná, where it became established as a base for teaching, research and extension activities in the Amazon. Throughout its history, the unit has hosted multidisciplinary teams and projects in health, education, environment, culture and regional development. Its work involves urban, rural, riverine, Indigenous and quilombola populations and constitutes one of the university's oldest continuously maintained experiences of territorial outreach.

The opening of the Gragoatá and Praia Vermelha campuses in 1990 coincided with intensified expansion outside Niterói. During the 1990s, structures were created or reorganized in Campos dos Goytacazes, Angra dos Reis and Macaé; in 1998 the Campos regional hub was formally established and the Institute of Society Sciences and Regional Development was created. During the same period, new units and bodies appeared in Niterói, including the Institute of Computing, and the Euclides da Cunha Foundation was structured as a support foundation. In the 2000s, territorial expansion reached a new scale. The Rio das Ostras University Hub began to be established in 2003; the expansion policy was reorganized in the middle of the decade; and from 2007 onward, the federal Reuni program made it possible to increase places, hire faculty and staff and construct new buildings. Units were created or consolidated in Angra dos Reis, Santo Antônio de Pádua, Volta Redonda, Rio das Ostras and Nova Friburgo, along with new programs in other municipalities. • Illustration — Academic blocks at UFF's Aterrado Campus in Volta Redonda. Expansion was accompanied by changes in admissions and student-retention policies. UFF began using scores from the National High School Exam (Enem) and replaced its own entrance examination with the Unified Selection System (SiSU); it adopted federal quota policies and expanded transportation, housing and student-assistance programs. BusUFF, a free internal transportation service in Niterói, began operating in the early 2010s. The 2010s were also marked by consolidation of academic structures created in the earlier expansion, establishment of the Petrópolis School of Engineering, new laboratories and research centers, and modernization of buildings and administrative systems. By the 21st century, UFF had transformed from a university composed mainly of separate faculties in Niterói into a multicampus institution present in different regions of Rio de Janeiro state and with an advanced unit in the Amazon.

Fluminense Federal University is a federal autonomous public entity linked to the Ministry of Education. It has didactic-scientific, administrative, financial and patrimonial management autonomy under Brazilian law and its Statute.

The main collegiate bodies of the senior administration are: • the University Council (CUV), responsible for political-institutional, administrative and patrimonial matters; • the Teaching, Research and Extension Council (CEPEx), responsible for academic policy; • the Board of Trustees (CUR), responsible for economic and financial oversight.

Its structure includes the Rector's Office, Vice-Rectorate, pro-rectorates, superintendencies and other administrative and advisory bodies. The pro-rectorates include Administration, Student Affairs, Extension, People Management, Undergraduate Studies, Research, Graduate Studies and Innovation, and Planning. The Rectorate building in Icaraí was originally built to house the former Hotel Balneário Casino Icarahy. The property was expropriated for the university in 1967 and came to concentrate the central administration and, later, an important part of UFF's cultural structure. Since 2018, the office of rector has been held by Antonio Claudio Lucas da Nóbrega, with Fábio Barboza Passos as vice-rector. In 2026, the university-community consultation for the 2026–2030 administration was won by the ticket formed by Roberto de Souza Salles and Luciana Maria Almeida de Freitas. Formal appointment of rectors at Brazilian federal universities follows procedures established in federal law.

• Illustration — Robotics presentation during the 78th Annual Meeting of the Brazilian Society for the Advancement of Science (SBPC), held at UFF in 2026. In 2025, UFF had 42 teaching units, consisting of 25 institutes, ten faculties, six schools and one university application school. The units have their own directors and collegiate bodies. Departments are the basic units of didactic-scientific organization, while undergraduate programs and graduate programs are administered by coordinators and their respective collegiate bodies. The academic organization covers all major fields of knowledge. In the humanities and social sciences are, among others, the Institutes of History, Human Sciences and Philosophy, and Letters, as well as the Faculties of Economics, Education and Law. In the natural and exact sciences, the university includes units such as the Institutes of Physics, Chemistry, Mathematics and Statistics, Geosciences and Biology. The health area comprises the Faculty of Medicine, Faculty of Dentistry, Faculty of Pharmacy, Faculty of Nutrition, Aurora de Afonso Costa School of Nursing, Institute of Collective Health and Biomedical Institute, together with teaching-linked care facilities. • Illustration — Building of the Euclides da Cunha Foundation (FEC), a support foundation that began operating in 1999. In technology-related fields, major units include the School of Engineering, School of Architecture and Urbanism and Institute of Computing and, outside Niterói, the School of Industrial and Metallurgical Engineering of Volta Redonda and the Petrópolis School of Engineering. Territorial expansion also led to the creation of multidisciplinary institutes in the interior of the state, with their own units in Campos dos Goytacazes, Rio das Ostras, Angra dos Reis, Santo Antônio de Pádua and Volta Redonda.

The Euclides da Cunha Foundation for Support to UFF (FEC) is the university-registered support foundation that assists the administrative and financial execution of teaching, research, extension, institutional, scientific and technological development, and innovation projects. The foundation was created in 1997 and began operating in 1999.

The largest concentration of university facilities is in Niterói, but UFF maintains an academic presence in several regions of the state of Rio de Janeiro. • Illustration — View of the Gragoatá Campus, with the Gragoatá Central Library in the foreground.

Niterói is home to the Rectorate and most of UFF's academic units. The university is not organized as a single university city; its facilities are distributed among large campuses and individual buildings in different neighborhoods. The two largest complexes are the Gragoatá and Praia Vermelha campuses, located in neighboring waterfront areas of São Domingos and Boa Viagem. Planned from the late 1960s onward, construction intensified in the 1980s and the campuses opened in 1990, concentrating some of the units that until then had operated in buildings scattered across the city. Gragoatá became the principal complex for the humanities and social sciences, while Praia Vermelha came to house a significant share of engineering, architecture, computing and exact-sciences activities. This concentration, however, never eliminated the university's decentralized urban structure. In addition to these complexes, the university maintains facilities in Valonguinho, Ingá, Centro, Icaraí and other neighborhoods of Niterói. • Illustration — Building of the Institute of Human Sciences and Philosophy (ICHF), created in 1968, on the Gragoatá Campus.

The Gragoatá Campus, in the São Domingos neighborhood, mainly concentrates units in the humanities, applied social sciences, education and languages and literature. These include the Institute of History, Institute of Human Sciences and Philosophy, Institute of Letters, Faculty of Education, School of Social Work, Faculty of Economics and Faculty of Tourism and Hospitality. The campus also contains the Gragoatá Central Library, the University Restaurant, student housing, administrative areas, auditoriums and common spaces. The daily presence of thousands of students and workers has helped reshape the dynamics of São Domingos and nearby neighborhoods, where commercial, cultural and service activities maintain strong ties with the university community.

• Illustration — Building of UFF's Institute of Computing on the Praia Vermelha Campus. The Graduate Program in Computing received score 7, the highest awarded by Capes, in the 2025 Quadrennial Evaluation. The Praia Vermelha Campus mainly brings together units in engineering, architecture, computing, and the exact and earth sciences. It is home to the School of Engineering, School of Architecture and Urbanism, Institute of Computing, Institute of Physics and Institute of Geosciences. The area occupies part of the developed waterfront land beside Guanabara Bay and, together with Gragoatá, forms UFF's largest continuous complex of university facilities in Niterói.

The Valonguinho complex houses units mainly related to biological sciences, chemistry, administration and health. Other faculties and institutes are distributed throughout different neighborhoods. The Faculty of Law is located in Ingá; the Rectorate and UFF Arts Center are in Icaraí; the Aurora de Afonso Costa School of Nursing occupies its own building; and the Faculty of Medicine and Institute of Collective Health are located near Antônio Pedro University Hospital.

• Illustration — UFF's waterfront beside Guanabara Bay, with the Rio–Niterói Bridge in the background. The location of UFF's main campuses along the central waterfront places the university directly within the landscape of Guanabara Bay. Gragoatá, São Domingos, Boa Viagem, Ingá and Icaraí form a sequence of neighborhoods in which numerous university facilities are concentrated. The presence of students and employees has especially transformed São Domingos and Gragoatá, where restaurants, housing, services and cultural activities have developed close links with university life. The Faculty of Law is located in Ingá, while Icaraí contains the Rectorate building and UFF Arts Center. The university's territorial footprint therefore extends beyond the limits of its campuses and is distributed across a significant portion of central and southern Niterói. This distribution distinguishes the institution from universities organized exclusively around large, isolated university cities. In Niterói, a significant share of the academic buildings is directly integrated into the urban fabric. The maritime landscape is a notable feature of the central campuses. Part of the Gragoatá and Praia Vermelha facilities directly face Guanabara Bay, from which the city of Rio de Janeiro, Sugarloaf Mountain and the Rio–Niterói Bridge can be seen.

The university maintains permanent academic units in eight municipalities of Rio de Janeiro state in addition to Niterói: • Municipality — Unit or units • Angra dos Reis — Angra dos Reis Institute of Education • Campos dos Goytacazes — Institute of Society Sciences and Regional Development • Macaé — Institute of Society Sciences • Nova Friburgo — Nova Friburgo Institute of Health • Petrópolis — Petrópolis School of Engineering • Rio das Ostras — Institute of Science and Technology; Institute of Humanities and Health • Santo Antônio de Pádua — Northwest Fluminense Institute of Higher Education • Volta Redonda — School of Industrial and Metallurgical Engineering; Institute of Exact Sciences; Institute of Human and Social Sciences UFF's territorial network is the result of different historical processes. Some units derive from initiatives begun as early as the 1960s and 1980s, such as those in Volta Redonda, Campos dos Goytacazes and Santo Antônio de Pádua; others were consolidated during expansion policies of the 1990s and 2000s. As a result, the interior campuses differ in size, academic fields and organizational structure. The institution also maintains academic and experimental structures in other locations, including a teaching farm in Cachoeiras de Macacu and facilities in Iguaba Grande.

UFF offers undergraduate programs in all major fields of knowledge, including health sciences, biological sciences, engineering, exact and earth sciences, humanities, applied social sciences, linguistics, literature and the arts. At the end of 2025, the Pro-Rectorate for Undergraduate Studies recorded students, of whom were enrolled in in-person courses and in blended or distance-learning courses. The principal form of admission is the Unified Selection System (SiSU), using scores from the National High School Exam (Enem). Other routes include transfer, change of course, readmission, admission of degree holders and other modalities. • Illustration — Nelson Pereira dos Santos, one of the main figures responsible for establishing film education at UFF.

UFF participates in the CEDERJ Consortium and the Open University of Brazil, offering blended and distance-learning courses through centers distributed across the state of Rio de Janeiro.

In 2025, UFF's stricto sensu graduate education comprised 90 programs and 144 courses. • Modality — Number of courses • Academic master's degrees — 66 • Professional master's degrees — 20 • Academic doctorates — 54 • Professional doctorates — 4 • Total — 144 During the same period, students were enrolled in stricto sensu graduate education. The university also offers specialization courses, MBAs, medical residencies, multiprofessional residencies and other forms of postgraduate education.

• Illustration — UFF researchers carrying out a bathymetric survey in 2022. The institutionalization of scientific research at UFF occurred alongside the development of graduate education between the 1960s and 1970s. Creation of the Central Research Commission in 1966 and of specific research and graduate-education structures in subsequent years marked the transition from a university predominantly focused on professional education to an institution with organized scientific production. Scientific policy is currently coordinated by the Pro-Rectorate for Research, Graduate Studies and Innovation. The institution maintains research groups registered with the National Council for Scientific and Technological Development (CNPq), scientific and technological undergraduate-research programs, specialized centers and hundreds of laboratories distributed across its campuses. Part of its major scientific infrastructure is organized through the Multiuser Laboratory Management Program, which allows equipment to be shared among researchers and graduate programs. The university conducts research in fields such as physics, chemistry, materials science, engineering, computing, artificial intelligence, health, biomedicine, environment, geosciences, economics, history, anthropology, communication, languages and literature, and the arts. Its research centers include the Oral History and Image Laboratory (Labhoi), devoted to research in oral history, memory and visual culture, along with groups specializing in socioenvironmental studies, collective health and clinical research. In 2025, UFF researchers participated in the approval of four new National Institutes of Science and Technology in collective health, high-energy physics, cinema and audiovisual studies, and anthropology. • Illustration — The Ciências do Mar III training vessel, a floating laboratory managed by UFF for teaching, research and extension activities in marine sciences.

Extension, together with teaching and research, is one of the university's central academic functions. Extension activities were already carried out by precursor schools and by UFERJ's first units, especially in health, social work, veterinary medicine and teacher training. The institutional structure was expanded with creation of the University Extension Coordination in 1975 and later with organization of the Pro-Rectorate for Extension. Projects cover areas such as education, health, culture, communication, human rights, technology, work and the environment. Activities are developed in municipalities where the university maintains units and in other regions through specific programs. The José Veríssimo Advanced Unit is one of the institution's oldest experiences of territorial extension, allowing multidisciplinary teams to work in the Amazon.

The Antônio Pedro University Hospital (HUAP) is the university's main teaching hospital and forms part of Brazil's Unified Health System (SUS). Located in central Niterói, it provides medium- and high-complexity care, professional education and clinical research. The hospital originated as a municipal institution. After the Gran Circus Norte-Americano fire in Niterói in December 1961, it played an important role in treating victims. The Cinema and Audiovisual program occupies a particular place in the institution's academic history. Created in 1968 at the Institute of Art and Social Communication, one of its main organizers was filmmaker Nelson Pereira dos Santos, a central figure in Cinema Novo. UFF's film program became one of the oldest continuously operating programs of its kind in Brazil and has trained filmmakers, screenwriters, producers and audiovisual researchers. In 2020, the program was recognized as intangible cultural heritage of Niterói.

The historical coat of arms of Fluminense Federal University was designed by artist and professor Israel Pedrosa. Its composition features three torches, the university monogram and heraldic elements associated with the institution. The Latin motto Discere, docere, seminare is traditionally translated as “Learn, teach, sow.” The university later also adopted a visual identity based on the stylized lowercase abbreviation uff, predominantly in blue, used in publications, digital systems, signage and institutional communications.

UFF and the institutions that contributed to its formation have counted among their students notable figures in politics, literature, science, sport, journalism and culture. For people who graduated before 1960, the connection refers to faculties that were later incorporated into the university. Students and alumni include:

Among figures associated with the faculty is filmmaker Nelson Pereira dos Santos, who was involved in establishing the Cinema program and the Institute of Art and Social Communication. Philologist and grammarian Evanildo Bechara, a member of the Brazilian Academy of Letters, was a full professor at UFF for about two decades. The university also has a tradition of faculty and researchers in history, anthropology, languages and literature, social sciences, physics, chemistry, mathematics, medicine and engineering.

Systematic organization of the libraries and documentary collections began to take shape with the Documentation Center, created in 1969. Over subsequent decades, the university integrated branch libraries, archives and documentation services into a common structure; the UFF Archive was renamed the Central Archive in 1994. The Documentation Superintendency currently coordinates the university's libraries and documentary services. In 2025, UFF had 26 libraries. One of the principal units is the Gragoatá Central Library, especially focused on the humanities and social sciences. The libraries provide printed collections, databases, electronic journals, access to the CAPES Portal of Journals and research-support services. The Archives Coordination is responsible for documents of administrative and historical value. Part of this heritage is included in institutional-memory initiatives that have produced studies, exhibitions and the UFF Timeline. The institution also maintains the UFF Institutional Repository, which contains theses, dissertations and other academic output.
