Shiotsuki Tōho studied at Tokyo University of the Arts and University of Miyazaki. Dewang Chen, Kōyō Hidaka and Lu Pu Shih are recorded as having studied under Shiotsuki Tōho.

Employment is recorded with Taihoku Prefectural Taihoku First Middle School and Taihoku Higher School.

Work by Shiotsuki Tōho is recorded in the collections of Li Mei-shu Memorial Gallery and Taipei Fine Arts Museum.
