A ningyo (merman/mermaid) appeared before Prince Shōtoku in the reeds at Kanzaki-kōri, Ōmi Province. It revealed itself to be a fisherman at Katada in past life, and the prince, according to its wish, erected the Ishibaji ( 石馬寺 ; 石場寺 in the text) housing a Kannon statue for him, to grant peace to his soul. The prince is mounted, and at his side are presumably Hata no Kawakatsu 秦河勝 and Tomi no Ichi
